Planning Board continues Stony Brook Bridge hearing; hybrid meetings deferred

Westford Planning Board defers hybrid meeting policy, continues bridge permit hearing. The board unanimously waived application fees for the Stony Brook Bridge rehabilitation project and continued the public hearing to May 4, 2026, directing staff to draft a decision. Assistant Town Engineer Jeremy Downs and engineer Bob Niccoli presented plans to preserve the existing stone-arch structure while addressing MassDOT-identified safety deficiencies; opponent Donna DiGiovine cited conflicts with the Scenic Road Bylaw.
Board members Joan Croteau and Bob Shaffer reviewed the Northern Middlesex Council of Governments housing strategy document, with Shaffer requesting revisions to data presentation and clarification of housing definitions. Planner Joseph Giniewicz noted the Board's Rules and Regulations will require updates to accommodate new tiered site plan review bylaws.
