Westford panel approves $230,000 in library change orders
Town Board · Meeting of June 22, 2026
Westford building panel approves $230,000 in library change orders, tables tile dispute. The joint Permanent Building Committee and Library Trustees voted 12-1 to approve an $18,000 plan to remediate asbestos-laced insulation adhesive found during library foundation excavation, with member Jim Ziegowitz casting the lone dissent. The panel also approved $42,695 for roof-truss mold treatment, $39,631 for a geothermal well connection after a motion to delay failed 10-1, $92,429 for electrical coordination on AV and security systems, and $37,366 to relocate an EV charging panel.
Member Chris Karpinski called continued geothermal spending "the literal and figurative example of the sunken cost fallacy." A $21,966 tile change order was tabled after member Jean Roberts questioned whether the town had overpaid under Massachusetts public-bidding rules. The project's contingency fund now stands at $3,223,793, down from $3,931,700.
