WESTFORD — The Westford Select Board recommended six Special Town Meeting warrant articles and postponed a vote on a citizens' petition to cut the Community Preservation Act surcharge until just before the October 26 town meeting. DPW Business Manager Gulshan Kumar told the board the town's two PFAS treatment plants, a $24.5 million investment, will drive "an increase of almost 33 percent in total expenses," with the Board of Water Commissioners weighing a single 30 percent rate hike or two smaller increases, deciding October 29. Tax Working Group members said Westford's tax base has shifted to 90 percent residential, up from 85 percent in 2018, and floated a residential exemption over a split tax rate.
Petitioner Dennis Galvin argued cutting the CPA surcharge from 3 percent to 2 percent would return $900,000 to taxpayers. The board also approved, 5-0, a license letting a buyer begin demolition at 35 Town Farm Road and the FY28 Budget Policy as amended.
