Water Board authorizes license agreement for 4 Grove Street encroachment

Board of Water Commissioners · Meeting of May 14, 2026

WESTFORD — Water Board unanimously approved a license agreement for 4 Grove Street. The Board of Water Commissioners voted 3-0 to authorize Town Counsel to draft a non-transferable license for property structures encroaching on municipal water-department land at 4 Grove Street; the owner committed to removing a garage addition, fence, and pool while retaining the retaining wall under the license terms. The board also clarified that accessory dwelling units must obtain separate meters and Service Development Charges for water service.

Superintendent Mark Warren reported that MIT has agreed to the Water Department service agreement and hired a third-party inspector for the project.
